Excess idling power.

I saw on Sean's stream last night that he was having issues with the horns in Barstow, which I have also experienced, but didn't think much of it until I saw he was having the same issue. We came to the conclusion that there was something eating up an excess amount of resources in the area, and logically the thing that would be eating the most resources are likely all of the engines sitting around idling, rather than the cars themselves. To test this theory, I went and shut down all of the power waiting for service, getting serviced, and in the storage area. This showed improvement to the symptoms that were being experienced. I think engines that are not idling still consume more resources than cars, as they still produce sounds.
My recommendations are to shut down all power after it is removed from the incoming trains, and only start it up to move it around. We have a lot of power sitting in Barstow and West Colton. This eats up a ton of resources. I would also suggest that we consider tagging on some units to the outbounds that can run isolated to get them back out of the area, rather than having to run light power moves all over the place. I think Barstow will start to even itself out when we fine tune the traffic and don't have cancellations like we have recently. West Colton I'm not as familiar with the traffic flows over there so I can't make any recommendations for there, other than to maybe just get some of that power out of there because there is a lot of it.

PS - Sean mentioned last night that this excess use of resources could also be contributing to some of the issues with the Humps that some people have been experiencing. I would think this may be the case as well.
